Циљ предмета
The aim of the course is to present the principles sustainable planning of urban and rural settlements, as well as the issue of planning the development and arrangement of the village in correlation with the city. The tasks will include issues of the methodology of creating urban plans and their basic structure in the part of analysis and synthesis, as well as issues of plan implementation. The relationship between spatial and strategic urban plans for settlements, city centers and their functional area, city and region will also be considered, as well as the relationship between the planning of the entire territory of the settlement and its parts (GUP-RP). Through the presentation of historical experiences of city planning, its origin and development, up to new approaches in urban planning (smart city, resilient city, green city, sustainable city, etc.), principles of settlement renewal and conservatism, the effect of comprehensiveness would be achieved, i.e. purposeful understanding of the process of urbanization, functioning of urban systems and management of planning processes in them, and the final goal of achieving sustainable development of local communities. The tasks will include explaining the model of urban planning, the methodology of its creation, participation and involvement of actors, analysis of urban structure, etc. Using the examples of cities/urban settlements from Serbia and Europe, the basic meaning of settlement planning will be explained, as well as legislative issues in this area. Rural settlements and the planning of their construction area and atar of the villages will be an integral part of this course.
Исход предмета
The outcome of the course will be: training the student to use modern methods and techniques in urban planning, practical application of acquired knowledge on examples of urban plans and development strategies of settlements in Serbia, as well as ways of connecting hierarchically related plans of higher and lower levels; clearly noticing the difference in the types of cities (by origin, functions, structure, tradition…) and the way they are planned; understanding of the legislative apparatus in urban planning and connections with related laws. After this course, the student should acquire basic knowledge in the development of urban plans and be informed in detail about the meaning and method of planning settlements or their parts (general and regulatory plans, urban projects, etc.), types of renewal of urban and rural settlements, modern trends planning in Europe, etc.

Theory
(1) City/urban settlement and village – concept, relationship; (2) Legal basis for drafting and adopting urban plans – territorial organization and types of urban plans; (3) The relationship between the general plan and the LGU spatial plan; (4) Historical development of the city (5) Urban planning and city development strategy – towards a sustainable city; (6) Analysis of the city structure and system; (7-8) Physical structure of the city; natural systems of the city; special values of the city; social systems of the city; cultural being of the city; economy of the city; economic subsystem of the city (economy, traffic, municipal infrastructure); (9) City renewal – principle of regulation; (10) Village renewal – principle of regulation; (11) Planning basis for village development (12) City institutions and city management; (13) Contemporary tendencies in settlement planning – networking, action planning, conurbation; (14) Sustainable city – smart, resilient, green city, etc.; (15) Participation and implementation of urban plans.
Practical learning
Preparation of a report/seminar paper on a selected example; presentation of specific examples in Serbia and Europe; discussion about practical work.
